SHAPING OUR CITIES: IT'S YOUR CALL

This article shows the contrast between cities like Portland, Oregon, and Detroit, Michigan--comparing the landscaped streets of Portland's business district to Detroit's urban wasteland. The author writes that cities must take control of their future by establishing growth plans and designing transportation systems that enhance the city's core. Many American cities are literally splitting apart because the central city is no longer relevant to the cities and counties that surround it. Much opportunity exists, though, in redevelopment. Danger signals for big cities and inner ring suburbs include increasing poverty and a shrinking school-age population. Three prescriptions are offered as cure: 1) regional fair housing policies to take the pressure off the inner suburbs and central cities; 2) property tax-base sharing; and 3) directing infrastructure investment away from the urban fringe to take advantage of underused land in older suburbs.
