ADDRESSING HUMAN FACTORS AND INJURY ACCIDENTS THROUGH THE SAFETY MANAGEMENT SYSTEM
This article summarizes a paper by Stanley F. Polanis regarding the newly implemented safety management system. Polanis offers historical perspective, noting that once mobility and efficiency were compatible. Traffic engineers are asked to dismiss the myth of driver error as the reason for most accidents and to pursue an understanding of the elements that produce accidents. The paper appears in its entirety in the October 1995 edition of the "ITE Journal" (Volume 65, Number 10).
