SOME CURRENT ASPECTS OF PUBLIC LIGHTING

The paper discusses many issues including installations and maintenance by direct labour which the author claims can save up to 17 1/2 per cent compared with contracted work. Desirable vehicles, plant and depot facilities depend upon the size of the installation. Requirements of sub-depots are mentioned. Numbers and types of staff will depend on the maintenance task involved and whether improvements and new installations are to be undertaken; an example is given for a typical lighting section. Street lighting, although reducing night-time accidents by 30-40 per cent introduce an additional hazard in lighting columns. Group "a" aluminium columns absorb energy on impact and their reduced installation and maintenance costs outweigh the increased initial expenditure. Over the last seven years some 3000 collisions with aluminium columns in the state of New Jersey, USA have not produced a fatality. Energy savings gained from reduced street lighting are minimal compared with the increased accident and crime rates. It is possible to save energy and increase light output by replacing tungsten filament lamps by low pressure sodium types. /TRRL/
