OPENING UP SOUTHWESTERN PENNSYLVANIA'S TRANSPORTATION PLANNING PROCESS
The Mon Valley is a collection of small communities fragmented by geology but connected as the Greater Pittsburgh area. The steel industry collapse of the late 1970s brought hardship to this area of Pennsylvania. To attract new industry, however, officials realized the need for new transportation links. This realization led to the Mon-Fayette transportation project--a series of proposed toll roads following the Monongahela River south from Pittsburgh to Interstate 68 near Morgantown, West Virginia. This article describes the ongoing partnering process between project officials, public interest groups, environmentalists, and ordinary citizens. To date, collaboration has improved the planning process, defused the opposition, and advanced the prospects for a major transportation asset.
