1995 INTERNATIONAL MAJOR PROJECTS SURVEY. PUBLIC-PRIVATE PARTNERSHIPS IN INFRASTRUCTURE DEVELOPMENT

This issue is devoted to the fourth annual survey of user-fee financed infrastructure projects that are proposed, under construction, or have been completed under various forms of public-private partnerships around the world since the mid-1980s. Over 1,300 publicly sanctioned, but privately promoted upgrades, expansions, and new "greenfield" facilities worth almost $840 billion in 95 countries are highlighted. This journal's tracking of project financing activity reveals a total of 356 private concessions worth $145.6 billion in 42 countries that have been put under construction or completed, including: 124 toll roads, bridges, and tunnels worth almost $70 billion; 18 rail projects worth $7 billion; 10 airport terminals, runways, and parking facilities worth $20.6 billion; and 18 seaports worth $2.1 billion. The survey demonstrates that new structures of ownership, control, and financial returns are being created to attract capital in ways that deflect political concerns about the private development and operation of critical public-purpose infrastructure facilities.
