THE ROYAL COMMISSION ON ENVIRONMENTAL POLLUTION REPORT

This paper discusses the implications of the recent Report of the Royal Commission on Environmental Pollution (RCEP) for the UK bus industry. A fully-loaded double-decker bus is the most energy- efficient mode of motorised travel that there is. Buses have a good environmental performance, and their emissions are being progressively more strictly regulated. The RCEP Report gives an accurate picture of transport's effect on the environment. It makes 110 recommendations for reducing those impacts, including a significant increase in the proportion of passenger km travelled by bus. It would like to see more PTAs and PTEs set up, including one for London and one for areas that are not strictly urban. The author suggests improving the environmental performance of the bus industry by: (1) raising the environmental friendliness of individual buses; and (2) implementing measures which will encourage more people to use buses. On (1), the RCEP suggested encouragement of buses powered by natural gas or electricity in suitable circumstances. (2)'s measures should be the key to achieving the RCEP's target of doubling public transport, and include: (1) bus lanes; (2) electronic information displays; and (3) integrated ticketing.
