CONGESTION MANAGEMENT SYSTEM: THE EARLY YEARS AND THE COLORADO EXPERIENCE
The Intermodal Surface Transportation Efficiency Act (ISTEA) of 1991 required states to develop and implement a traffic monitoring system and six management systems. One of these is a Congestion Management System (CMS). The intent of this paper is not to discuss the merits or problems inherent in the cooperative structure of Colorado's CMS endeavors, nor to chronicle every aspect of CMS or of CMS development in Colorado. Instead, the paper highlights some of the key issues Colorado's multi-agency CMS development team encountered during the 1993 and 1994 efforts of crafting a CMS where one did not exist before, and identifies how Colorado has attempted to address them.
