CONGESTION MANAGEMENT: DATA REQUIREMENTS AND COMPARISONS IN THE DEVELOPMENT OF MEASURES FOR A MULTIMODAL CONGESTION MANAGEMENT SYSTEM

Congestion management is a requirement of the 1991 Intermodal Surface Transportation Efficiency Act. To meet this requirement, a congestion management system must address all major travel modes. In this study, measurements for a multimodal-modal congestion management were identified as critical for developing an effective, long-term congestion management strategy. To identify measurements for a multimodal congestion management system, investigators reviewed the data in use in existing management systems. After review and discussion, travel time was identified as the most appropriate measure of congestion. Key data types were identified as suitable multimodal measures for a congestion management system: autos, transit, freight, and nonmotorized travel modes. Travel time can be measured for all modes, thus, it is multimodal. In addition, changes in travel time between modes can indicate the effectiveness of implemented congestion management strategies. This paper appears in a compendium of conference papers.
