A NEW ADVANCED TRAFFIC MANAGEMENT SYSTEM FOR THE MEMPHIS AREA

The largest coordinated traffic signal system in Memphis, Tennessee, a 150-intersection UTCS system in the Central Business District (CBD), was installed in the mid-1970s and must be replaced--its central minicomputer is no longer supported and the remainder of its components have become increasingly maintenance-prone. A feasibility study performed for the City in 1990 identified four candidate alternatives for a modernized and expanded signal system. The configurations included (1) modernizing the existing system (i.e., new minicomputer, updated UTCS software, and new controllers); (2) a new "off-the-shelf" centralized system; and (3) on-street master "closed-loop" systems. The recommended alternative was a "hybrid" configuration consisting of a new off-the-shelf centralized system for the CBD and on-street master closed loop systems for outlying areas.
