CARAVANS AND THE LAW

The article describes the main aspects of the new South African Road Traffic Act affecting towed vehicles including caravans, light luggage and boat trailers. Changes in the new regulations are concerned with learner's licences and tests, headlight flashing as a warning when overtaking (which is now legal), some aspects of vehicle equipment and an 80km/h speed limit for vehicles or combinations of mass more than nine tons. Tyre minimum tread depth of 1mm applies to the complete width. A tow may not be operated if conveying persons at speeds exceeding 30km/h unless the towed vehicle is a semi-trailer. Caravans can be required to undergo a roadworthiness test by a local authority or licensed private testing station. Compulsory safety accessories are described. The legal requirements regarding warning devices is discussed. Several weight factors are involved in licensing and towing regulations.
