CHOICE OF MINOR TRAFFIC SAFETY MEASURES BY PRIORITY
PRIORITERING AV MINDRE TRAFIKSAEKERHETSAATGAERDER I TAETORT
This report concerns prioritising the choice of minor traffic safety measures. The objectives of the local traffic efforts shall be adjusted and contribute to the superior national traffic safety objectives. The report also discusses the basis for the process of changing the physical road design. Three different kind of measures to improve traffic safety are mentioned; by reducing traffic volumes, by reducing the risk of traffic accidents and finally by mitigating the effects of traffic accidents. The study presents the methodology for physical traffic safety measures. The general basis for choosing places, analysing traffic safety problems and proposing safety measures, is statistics on accidents reported by the Police. The basis for choosing traffic safety measures is the traffic safety analyses of "black spots" or places/districts with poor safety conditions. These basic strategies are used: (1) traffic safety improvements within districts; (2) simultaneous measures on different sites; (3) traffic safety improvements and links stricken by accidents; and (4) traffic safety measures on special black spots. From a general point of view a method should be chosen which is as simple as possible. Important are also cost-effectiveness, cost-benefit, rate of first years return and calculation of present value.
