USE OF THE MOVING-CAR OBSERVER METHOD ON ONE-WAY ROADS
Wardrop and Charlesworth's method of estimating speeds and flows from a moving vehicle may be extended to one-way traffic streams. Two methods are examined: (1) a single run may be made in the traffic stream with the moving car overtaking as many vehicles as overtake it. The vehicle will then be travelling close to the space mean speed of the traffic stream and an estimate of the amount of traffic can be made from the rate of overtaking. (2) two runs may be made at different speeds. Again, estimates of the space mean speed and amount of traffic may be made. The methods have been tested on the road and compared with actual measurements of speed and flow. Both gave good estimates of the space mean speeds, but the estimates of flow had large standard errors and were therefore unreliable. Presumably greater accuracy would have been obtained if more runs had been undertaken or if the speeds chosen for the runs had been more widely separated. (A) /TRRL/
