GAINING PROJECT ACCEPTANCE
Two Illinois transportation projects demonstrate the latest stage in the evolving process of gaining approval of a public-works project--public/agency involvement. Public/agency involvement provides a means of receiving and responding to input from all project stakeholders early in project development. This article describes the five essential elements of public/agency involvement programs: stakeholder identification; tiered approach to involvement; active investigation to determine issues of concern or conflict; conflict resolution to an acceptable solution; and formal approval. A feasibility study for improvement of Interstate 74 through Peoria and a feasibility study of a new highway connection between Peoria and Chicago are the projects reviewed.
