USING IVHS TECHNOLOGY TO PROVIDE ROADSIDE INFORMATION ON MOTOR VEHICLE EMISSIONS

This paper describes an IVHS operational test project in which on-road tailpipe emissions information is supplied to each driver in real time as the driver exits from a freeway. The vehicle emissions and project information will be provided to the driver using a variable message sign, short-range highway advisory radio, a phone number to call for more information, and program brochures distributed at selected sites. The Clean Air Act Amendments (CAAA) of 1990 require on-road emissions monitoring as a component of any required enhanced emissions-inspection program. This system meets that goal but also provides a continuing incentive for drivers to carry out any necessary repairs because of the double benefits of improved fuel economy and improved air quality.
