PARKING CONTROL: FROM PRINCIPLE TO PRACTICE. PROCEEDINGS OF TRL PARKING SEMINAR, UNIVERSITY OF SURREY, GUILDFORD, 23-24TH MARCH 1995. PARKING FOR DISABLED TRAVELLERS - MAKING IT EASY

This paper describes some work by the author and the Automobile Association (AA) on parking for disabled travellers, and is based on his own experience as a disabled person and car user. It examines: (1) disabled motorists in relation to their cars; (2) parking issues; and (3) what has been done or should be done to improve the situation. The car plays a vital role in the lives of many disabled people. The many causes of parking difficulties for disabled people include: (1) town centre pedestrianisation; (2) insufficient parking bays for disabled people; (3) abuse of reserved parking spaces by other drivers; and (4) inaccessible parking machines. In the UK, the 1970 Chronically Sick and Disabled Persons Act led to the Orange Badge Scheme for disabled people; however, this scheme is widely abused, and not properly enforced. Some results of surveys of disabled drivers are presented, in relation to various types of parking difficulty experienced by them. Better provision for disabled people is needed at their destinations, especially to help them reach shops and other facilities. National and local government, disabled organisations, planners, engineers, designers, and many others must ensure that these needs are met. For the covering abstract see IRRD 871940.
