PARKING CONTROL: FROM PRINCIPLE TO PRACTICE. PROCEEDINGS OF TRL PARKING SEMINAR, UNIVERSITY OF SURREY, GUILDFORD, 23-24TH MARCH 1995. LOCAL PLANS AND PARKING POLICY - UNDERSTANDING THE NETTLE
This paper discusses several aspects of parking policy in the city of Bristol, England. It first outlines the history of recent land use and transport planning in the Bristol area. Criticisms of the Draft Local Plan in 1993 stimulated the first serious examination of car parking in Central Bristol. As a result, a parking restraint policy was recommended, with the following elements: (1) residents' parking schemes over an extensive area adjacent to the city centre; (2) reduction in public long stay parking through measures including changing management and the introduction of park and ride; and (3) the application of a parking standard for new office development at a ratio of one space per 200sq m. These recommendations became part of the Bristol parking strategy, after extensive discussions with elected members of Bristol City Council and Avon County Council. The strategy aims to provide: (1) convenient access to shopping and leisure facilities; and (2) short stay access to meet the visitor and operational needs of business and the private sector. Restraint is being sought to contain the growth of central parking related to employment. A substantial network of park and ride sites is being developed. For the covering abstract see IRRD 871940.
