PARKING CONTROL: FROM PRINCIPLE TO PRACTICE. PROCEEDINGS OF TRL PARKING SEMINAR, UNIVERSITY OF SURREY, GUILDFORD, 23-24TH MARCH 1995. A GOOD START, BUT PROBLEMS WITH FOOTWAY PARKING

This paper discusses the recent experience of the London Borough of Bexley with car parking, and especially with problems caused by cars parking on footways. The Borough Council decided to combine both on- street and car park enforcement in contracted out services for a Borough-wide Special Parking Area (SPA) with a single Penalty Charge of 40 pounds. Serious preparations began 18 months before the SPA's expected start date, and the Borough conducted a public awareness campaign shortly before the SPA's introduction. The following aspects of Bexley's experience are considered: (1) personnel; (2) compliance; (3) visit frequencies; (4) issuing, payment and processing of parking notices; (5) handling of persistent offenders and evaders; (6) other contract requirements; (7) dispensations; and (8) school entrance problems. Because of the time required to complete a Borough-wide review of footway parking, a selective approach was adopted: (1) handle first those roads in the Borough with the worst footway parking problems; (2) allow some exceptions; and (3) review the other roads gradually. Roads were classified into three groups with strict or less strict enforcement. Special measures were taken to prevent parking on vehicle crossings. For the covering abstract see IRRD 871940.
