PARKING CONTROL: FROM PRINCIPLE TO PRACTICE. PROCEEDINGS OF TRL PARKING SEMINAR, UNIVERSITY OF SURREY, GUILDFORD, 23-24TH MARCH 1995. THE EFFECTIVENESS OF BUS-BASED PARK AND RIDE

This paper presents some of the findings of a Transport Research Laboratory (TRL) study of the effectiveness of bus-based park and ride. The study included a survey of park-and-ride schemes in ten English towns and cities, to determine their operational and financial performance; four of them were selected for further study. Factors affecting motorists' decisions to use park and ride include: (1) age and gender; (2) journey purpose; (3) frequency of parking; and (4) relative cost of using park and ride. Between 15% and 34% of park- and-ride users visited a town or city more often since the introduction of its scheme. The economic performance of park and ride is discussed in some detail, and some findings on financial and operational performance are outlined. The main beneficiaries of park and ride were found to be motorists, bus operators, local authorities and local businesses. Adverse effects included: (1) the generation of longer or additional trips; (2) minimal reduction in urban traffic congestion; (3) diversion of trips from public transport; (4) increased atmospheric pollution; (5) more visual intrusion; and (6) removal of trade from neighbouring business centres.
