MISSING LINKS: SETTLING NATIONAL TRANSPORT PRIORITIES

This report is intended as a basis for a debate on UK national transport policy, which now requires high-quality, cost-effective, reliable national and international transport links. The report assesses the current quality of UK transport links, and international experience. The Governments of France, Germany and The Netherlands have recently decided to improve their transport links actively. Their processes for setting transport priorities have the following key strengths not yet present in the UK Government approach: (1) a more strategic approach; (2) more effort to build a consensus; and (3) more willingness to make political and financial long-term commitments. However, their approach also has some weaknesses. The report proposes the public discussion of several possible improvements to the UK decision making process, including: (1) a Government statement of what key transport corridors it is desirable to develop; (2) a policy paper, presenting a vision at least 20 years ahead; (3) a Cabinet subcommittee on transport; (4) a consistent investment appraisal methodology; (5) development of economic, safety and environmental indicators of transport policy effectiveness; and (6) improved cooperation between public and private sectors.
