DRIVING SPEEDS BEFORE AND AFTER THE OIL CRISIS

The article describes how speed distributions of cars on rural roads have changed since the oil crisis and the introduction of a general speed limit of 80 km/h. Spot speed measurements were carried out on 32 road sites in the province of Gelderland before and after the limit was introduced. Road perception and -design characteristics appear to be relevant for the degree of change. The mean speed dropped by 5,2%, the 85% rate of exceeding speed limits by 6,8%; these decreases are described by linear regression. The mean percentage of cars exceeding 80 km/h dropped from 25,7% to 16,9%. Calibration of a mathematical model confirms the supposition that drivers moving faster than about 40 km/h in the past, have adjusted their speeds proportionally. /TRRL/
