ROAD SAFETY COMMITTEE REPORT UPON THE INQUIRY INTO THE DEMERIT PO SCHEME

The purpose of this report is to make recommendations on the Deme Points Scheme in operation in Victoria. In particular, it discus whether: (1) the number of demerit points for different offences appropriate; (2) penalties and/or warnings prescribed at various levels are appropriate; and (3) there is scope for any features t would increase the deterrence for repeat offenders, or for driver improvement programs for drivers with a high number of demerit po The report makes specific recommendations about the scheme. The thrust of the recommendations is to better target the use of reso by removing some minor offences from the scheme and focusing on t worst repeat offenders. The report also recommends that further Police attention should be given to identifying the extent of dri whilst disqualified and enforcement of existing law in order to protect the integrity of the scheme. The report also indicates t although Victoria has been a world leader with many road safety innovations, the state is behind international best practice in gaining value from driver and accident information databases.
