QUALITY STANDARDS AND ASSESSMENT IN SHIPPING

This paper describes the scope and objectives of the European Chemical Industry Council (CEFIC) initiative to develop agreed quality standards for ship and management assessments. Among these objectives are: a joint venture between shipowners and charterers which takes into account the attitude of responsible care; a reduction in the number of inspections to statutory, and only one made by an independent institution, acceptable to the widest possible range of charterers and shipowners; the requirements for shipowners to comply with the charter's stated and implied needs; and the need to satisfy the charterer at an acceptable price that enables a satisfactory return on investment for the owner. Commercial and economic aspects of quality are examined, together with the need to comply with national and international laws. Quality management systems must be attractive and useful to shipowners; not just another certificate on the wall. By improving the quality of ships, their management and operations, progress can be made to bring about a reduction in the unacceptably high losses in human lives and property which have occurred in the past and present.
