THE SAR CRITERIA AND FORCE ANALYSIS
The report is the final report of the SAR Criteria and Force Analysis Study. This multi-year effort has given form and substance to the SAR decision making process. The study has developed and delivered several decision making aids to the program manager so that he can now examine, on an integrated basis (i.e., aircraft, cutters, and shore stations), the probable outcome of alternative search and rescue resource allocations. Intrinsic to such examinations are: (1) refined projections of future demand, (2) consideration of alternative manning, readiness and maintenance policies, and (3) comparison of results with cost and effectiveness criteria synthesized by the program manager.
