DEVELOPMENT PLAN EVALUATION AND ROBUSTNESS: APPLICATION OF AN ANALYTICAL PROGRAM AND A REVIEW OF MEASURES OF PERFORMANCE

This report presents the results of a research project carried out by the local government operational research unit into the development and application of their plan evaluation and robustness program (perp). This program has two main uses in the context of development plan evaluation. First it evaluates the effectiveness of different planning options in relation to plan objectives using a matrix format. Secondly it analyses the impact of uncertainty on the results of the effectiveness assessment in order to indicate which of the alternatives under consideration is likely to prove most robust in the event of future unforeseen changes. /TRRL/
