GENERAL PREVENTION; THE EFFECT OF A THREAT OF A PENALTY TO DRIVERS UNDER THE INFLUENCE OF ALCOHOL
GENERALE PREVENTIE, HET EFFEKT VAN DE STRAFDREIGING BIJ RIJDERS ONDER INVLOED
The efficacy of penalties for driving while under the influence of alcohol is studied. After a literature survey, the method of research is described and the results are discussed. It is concluded that there is a large discrepancy between the penalty policy itself and the perception of it by potential offenders. For the point of view of general prevention deterrence is not more effective than a fine and the direct influence of the threat of a penalty on driving is amall. It may be wise to decrease the deterrence for drivers under the influence of alcohol and to institute a policy by which a fine is considered as normal. /TRRL/
