THE INFLUENCE OF ALCOHOL ON SAFETY IN SHIPPING

This is a summary of a report on the effects of alcohol on the performance of seamen. Previous investigations into the subject are reviewed, including both analyses of casualty investigations and simulator tests. The functions to be performed by a master or a deck or engine-room watchkeeper are then discussed, with particular reference to the decisionmaking and planning aspects of the work, and the effects of alcohol on these. It is concluded that investigations into the effects of alcohol on the drivers of road vehicles are directly applicable to shipping, and it is recommended that a blood alcohol content limit of 1.3% be introduced.
