NEW HARBOUR SAFETY REGULATIONS [U.K.]

The provisions of the new Dangerous Substances in Harbour Areas Regulations, which came into force in June 1987, are outlined. A new legal requirement is the obligation laid upon harbour authorities to prepare and keep up to date an effective emergency plan for dealing with emergencies which involve, affect or could affect dangerous substances brought into or handled in the harbour area. Although many ports have such plans, few comply fully with the detailed requirements. Another new provision is the requirement to obtain an Explosives Licence before explosives are handled in future.
