GEELONG. A ROAD STRATEGY. GEELONG TRANSPORTATION PLAN. ENVIRONMENTAL AND SOCIAL BENEFITS AND COSTS STUDY

Geelong is a major provincial city, with an urban population of about 125000. It is considered unique in many ways, combining the requirements of a busy, progressive city with that of a coastal centre for a large surrounding farming hinterland. This present study was initiated by the geelong regional planning authority and took 15 months to complete. The background to the environmental and social benefits and costs study, and the work carried out in the course of it are briefly described; the consultants recommendations to the authority together with the reasoning behind the study conclusions are outlined. The recommended road strategy is considered to be a flexible one, designed to accommodate the road requirements of an urban population of 187000 by 1991. It is recommended that Geelong should plan ahead to meet future traffic problems by reserving a route for an outer freeway west of the town, improving traffic management within geelong, and by adopting a flexible strategy for upgrading and reconstructing some arterial roads as the need arises. A further study of certain points in the road strategy plan is suggested and discussed. A discussion document presented to the authority by the director of planning on the substance of this final report of the consultants was issued under the title: "Geelong transportation study. Environmental and social benefits and costs study", at a meeting between interested experts on 31 July 1975. /TRRL/
