THE INFLUENCE OF PERSONAL COMMUNICATION ON URBAN DRIVING BEHAVIOUR
The selection of drivers in personal communication programmes is usually based on the use of official traffic violation records. The programme described in this paper uses direct observation methods to select the offenders. Trained observers were posted at urban intersections in Israel and recorded different types of violation by drivers. The communication programme was carried out in stages. For the private driver, the first communication was a personal letter, with a low threat content, describing one of his observed violations. A second letter, describing a second violation, was sent and then a third listing all his violations recorded in a given period. At a later stage communication was reinforced by interviews at the National Council or the licensing office and attendance at a defensive driving course. The results obtained confirm that a stable reduction of 50% or more in violation rate can be achieved with these methods. /TRRL/
