UNCONDITIONAL CONFISCATION OF THE DRIVING LICENCE; A STUDY OF THE EFFECTS OF A SIDE PENALTY

In the Netherlands, the licences of 15,588 traffic offenders were unconditionally confiscated in 1966, and of 21,573 offenders in 1972. A study has been made of the effect of this penalty. Emphasis is laid on the question of whether confiscation leads to a cessation of driving, of other effects, desirable or otherwise, that the imposition of this sanction has on offenders and of the acceptance of these effects by the offenders. Judicial aspects of confiscation, factual information concerning confiscation, a description of the characteristics of offenders before arrest and experiences associated with the awarding of the penalty are outlined. /TRRL/
