THE ROYAL COMMISSION ON ENVIRONMENTAL POLLUTION'S TRANSPORT AND ENVIRONMENT REPORT

This speech summarises the 1995 report of the Royal Commission and Environmental Pollution on Transport and Environment. Its roles were to examine external effects on the environment and to health, and to consider the longer-term sustainability of present transport trends. Most of its concerns were about road transport, but it was especially alarmed at the environmental implications of rapidly growing air traffic. Transport is the source of most air pollutants, and most types of emissions have been increasing as traffic grows. The Committee considers that the present UK programme of road building and widening will not prevent a severe increase of congestion after the year 2000, and that road construction may itself substantially increase traffic. It estimates that the quantifiable environmental costs of UK road transport, including noise and accidents, are between 10 billion and 18 billion pounds per year, and there are also non- quantifiable costs. It has formulated a set of objectives as a solid basis for a sustainable transport policy, including: (1) the integration of transport policies with land use policies; (2) reducing the dominance of cars and lorries and providing alternative modes; and (3) 110 specific recommendations in its report.
