A CALL FOR THE REVIEW OF ITS PROCUREMENT POLICY FROM THE PERSPECTIVE OF A SYSTEMS INTEGRATOR
The purpose of this paper is to discuss the various issues surrounding ITS (intelligent transportation systems) procurement from the perspective of a systems integrator/prime contractor who is well established in the telecommunications, computer, and defense industries but comparatively new to the traffic business. Just as procuring agencies are somewhat intimidated by the new technologies associated with ITS, this new class of vendor is likewise intimidated by the procurement process. Hopefully, some practical changes can result from documenting discussions with customers, consultants, federal agencies, and competitors as well as relating important implementation experience.
