ASSESSING THE IMPACTS OF AIR QUALITY OF ROAD TRAFFIC EMISSIONS
This paper considers the available options for managing air quality and assessing the link between emissions and air quality, with respect to dispersion models for road traffic. It comments on the strengths and weaknesses of these options. Realistically, the link between emissions and air quality can be made only with the help of a computer model. Air pollution requires investigation over many lengthscales and timescales. The paper concentrates on the assessment of local impacts, although it also comments on regional modelling. The Department of Transport (DTp) has often considered how to assess the impact of new roads on air quality, and generally uses guidance and experiments provided by the Transport Research Laboratory (TRL). The graphic screening method is very useful for initial assessment of road traffic impacts, but computer models are needed for more detailed assessments. To predict emissions accurately, more complicated computer models are usually needed. Emissions are not easy to calculate accurately, due to some doubtful assumptions in emission models. On a regional scale, road traffic emissions contribute to: (1) acid deposition; and (2) photochemical generation of ground ozone. For the covering abstract see IRRD 869702.
