TRAFFIC SAFETY MEASURES AND COST EFFECTIVENESS RATIOS. MAIN REPORT

A road safety programme for Sweden is drawn up annually since 1986 by the National Road Safety Office (TSV) in consultation with the National Council for Road Safety (NTF). In the project presented here a commission has compiled basic data for the 1990 programme. The purpose of the project is to: (1) present a method of socio-economic ranking of road safety measures, (2) to use this method in drawing up a proposal for ranking the road safety measures needed to achieve the road safety goals at the lowest socio-economic cost, and (3) to report the need for research and development in this field. In order to achieve the safety goals a number of cost-effective measures are proposed for the period 1991-2000. These include the introduction of a new system of speed limits, including lower speed limits and increased surveillance, rebuilding of intersections, building of pedestrian and cyclist underpasses/bridges, introduction of speed-reducing obstacles on through roads and residential streets, and the building of some 750 km of motorway. It is judged that the proposal in the year 2000 would result in 400 fewer persons killed and about 5,400 fewer injured (as reported by the police). It is, furthermore, proposed that the traffic administrations uprate their accident valuations to higher amounts than are applied at present, and that the compulsory, periodic vehicle testing programme for cars be revised with a view to introducing a lower level of ambition. Finally, it is proposed that the follow-up studies and research & development work in the field of road safety be intensified to provide additional basic data for a more efficient road safety work in the future.
