LIFE IN THE BIKE LANE
"The National Bicycling and Walking Study: Transportation Choices for a Changing America" provides information on how to plan and develop a pedestrian- and bicycle-friendly community. The report was issued by the United States Department of Transportation to address transportation alternatives and to recommend walking and bicycling as two travel options. This article outlines some of the important elements of a walking and bicycle program, such as program organization, advisory committees, facilities, education, standards and guidelines, data collection, and program funding. Programs such as these should help cities meet Clean Air Act standards and keep pace with road maintenance and construction projects. While federal and state programs provide the framework, programs must be implemented at the local level.
