TRAFFIC CONGESTION ON MOTORWAYS AND DUAL CARRIAGEWAY ROADS
Both planning and management phases are considered in terms of a network at critical states at given times. Particular points in the network are also considered. Areas of similar international experience in theoretical assessment and monitoring are identified and possible solutions recognised. The report is based on the assumption that the concept of road reliability can be experienced in terms of safety, fluidity and comfort related to the interacting elements of man, vehicle, road and the environment. A definition of real congestion is proposed which takes into account queuing and slowing down. Traffic disturbances in interurban roads have been studied to outline their main causes, patterns and frequency, resulting in a definition of the factors and parameters which can be used for their assessment. Methods of forecasting and assessing the critical state are given and specific consideration is given to carriageway restriction for maintenance work sites. The report emphasises the need for more research in the field.
