STATEWIDE TRAVEL FORECASTING PROCEDURES INCLUDING ACTIVITY ALLOCATION AND WEEKEND TRAVEL -- PHASE II STATEWIDE ACTIVITY ALLOCATION MODEL
This statewide policy-sensitive economic activity allocation model (SAAM) which was developed to assist state decision- makers in evaluating the impacts of alternative transportation and land use policies, provides information on population and employment activities by analysis area for a particular forecast year. The SAAM incorporates several concepts such as the Lowry model allocation procedure; a unique residential mobility concept (division of population into those likely to move from present location in the forecast year and those likely to remain); and the central place theory. SAAM was calibrated and applied to a 141- analysis area test case using a 1970 calibration year and 1960 lagged year. To examine the sensitivity of the SAAM to varying policy assumptions the Connecticut base year input data was varied with respect to transportation system input and zoning policies. The impact of policy changes was measured by changes in analysis area, gross population density and employment density in addition to actual population and employment distributions. The tests show that: there is an interrelationship between the pattern and density of development and transportation policy; the goals and objectives of the state can be achieved through setting of transportation service levels; and restrictions in travel through gas rationing which reduce speed are likely to result in higher population densities and lower employment densities in urban areas.
