UNIVERSITY RESEARCH IN THE ISTEA ENVIRONMENT AND BEYOND

This publication contains presentations made at Session 101, Transportation Research Board (TRB) 72nd Annual Meeting, held January 10-14, 1993, in Washington, D.C. The session was conducted by TRB's Committee on Education and Training, Neville A. Parker, Director, Institute for Transportation Systems, City University of New York, presiding. The Intermodal Surface Transportation Efficiency Act (ISTEA) agenda for universities was discussed from the federal perspective by Steve Lockwood, Associate Administrator for Policy, Federal Highway Administration, from the regional perspective by Lawrence D. Dahms, Executive Director, Metropolitan Transportation Commission, and from the university perspective by Robert E. Paaswell, Director, Region II University Transportation Research Center, The City College, New York. Walter Kraft, Senior Vice President, Edwards & Kelcey, addressed the topic of directed research and development efforts and gave his prescription for effectiveness, which is a two point solution: (1) provide sufficient funding and (2) coordinate and communicate our research activities nationally. Katherine Davis, Deputy Commissioner, Highway Development, Indiana Department of Transportation, gave an overview of what's new and what's needed in university research to support the efforts of our state transportation agencies. Lynne H. Irwin, Director, Cornell University Local Roads Program, described some of the successes experienced by the Technology Transfer Centers, offered some insight into why these Centers are effective, and discussed some of the new directions promulgated under the 1991 ISTEA. Edward J. McKinney, Manager, Advanced Systems Department, AT&T Federal Systems Advanced Technologies, discussed the role of the university as a catalyst for public-private partnerships. Charles V. Wootan, Director, Texas Transportation Institute, Texas A&M University, defined the opportunities, the challenges, the capabilities, and the mission of the university in serving and supporting the new era of transportation.
