REPORT OF THE TWENTY-NINTH ROUND TABLE ON TRANSPORT ECONOMICS, HELD IN PARIS ON 20TH AND 21ST FEBRUARY, 1975 ON: ECONOMIC PROBLEMS OF TRAFFIC PEAKS

In this paper an attempt is made to place the problem of traffic peaks in its context, to identify its economic aspects, and to propose a range of possible improvements. Certain aspects of traffic peaks - transport costs, the function of transport, pricing and comfort - are discussed. Seasonal, weekly and daily peaks are considered, both in urban and non-urban areas. The nature and effects of traffic peaks, together with their causes and trends, are analysed, and some long-term and short-term solutions to the problem are suggested. It is concluded that an analysis of peak phenomena - causes, effects and remedies - calls for finely focussed research on a case-by-case basis. /TRRL/
