COST-BENEFIT ANALYSIS OF RESERVED BUS LANES ON THE E4 HIGHWAY BETWEEN STOCKHOLM AND ARLANDA

The object of this project was to draw up a method for the cost-benefit analysis of reserved bus lanes, and to apply this method to part of the E4 highway between Stockholm and Arlanda Airport. The calculations were based on a hypothesis concerning a mathematical relationship between the average speed and traffic volume. Estimations were made of total journey time before and after the introduction of the bus lane; different values of time were assigned to bus passengers and car passengers. Bus and car traffic fluctuate in a different manner, and a computer program was therefore required for the calculations. The results give the minimum number of bus passengers which justifies a bus lane; this is related to total traffic flow for four different road layouts. It is found that present and future car and passenger flows on the E4 do not, in some cases, warrant a separate bus lane. The analysis takes no account of external effects such as pollution and noise. /TRRL/
