A method for collecting data is described which was designed to monitor changes in travel behaviour, particularly the diversion from road to rail. The method is based on the setting up of a consumer panel who are interviewed at intervals either by phone or by post. Details are given of a) the choice of statistical unit used, b) the sample size used and optimal stratification, c) the manner and source of recruitment, d) the data collection method, e) panel maintenance and management and f) maintenance of the representative characater of the panel over time. Aspects surveyed include a) origin and destination of trip, b) purpose, c) transport mode, d) size of group, e) departure date and f) length of stay. For the covering abstract see IRRD 867721.
