DEVELOPMENT OF INDICES FOR MEASURING POTENTIAL ACCESSIBILITY IN RURAL NEWSOUTH WALES

This study has four objectives: (1) measurement of variations in accessibility to a range of functions within New South Wales through use of the road network; (2) identification of areas of NSW which suffer particular inaccessibility from variations in supply and from road network inadequacies;(3) identification of the impacts of population change and distribution of functions and network change on levels of accessibility; (4) identification of policy prescriptions which would address the issue of accessibility. A model of the road network was constructed. Distances for each link considered linear distance, travel time and travel costs. The model considered accessibility to 1991 and 2016 populations, port facilities, air services and rail links. Two network changes were considered: the proposed Motorway Pacific and the sealing of two links in the far west. A variety ofindices were constructed. Areas suffering inaccessibility were identified. The report suggests that an explicit statement of the priority to be accorded improved accessibility in rural road planning is required; and a form of social impact analysis which includes consideration of accessibility be incorporated into the decision process. This report is based on a dissertation submitted for the degree of Master of Urban and Regional Planning at the University of Sydney.
