WHOLE-OF-LIFE ANALYSIS CONCEPTS APPLIED TO AUSTRALIAN PAVEMENT OPTIONS
This paper provides the key findings of a comprehensive study of whole-of-life cost analysis of typical heavy duty pavements commissioned by the Australian Asphalt Pavement Association. More than fifteen pavement configurations were considered in the AAPA study. The paper describes the methodology of the study and the selection of key parameters and assumptions. Unit costs utilised are presented along with examples of performance models. The sensitivity of the AAPA study results to key variables is discussedand conclusions drawn from the study are summarised. Discussion is provided on the relative costs of asphalt and concrete materials and the effects likely to be imposed on analysis. The use of whole-of-life analysis in value engineering and similar studies is considered and some methodologiesproposed. The selection of the appropriate numerical factor for whole-of-life costing is discussed. A final section of the paper provides guidelines for the appropriate use of this analysis technique.
