ROAD SAFETY - THE NEW AGENDA

This short statement by a local road safety officer urges a radical new approach to road safety. Present measures for making vehicles safer to drive, especially when drivers take fewer precautions as a result, too easily increase their dangers to other road users. Future road safety priorities will need to be altered, and go beyond the present palliatives and minimal restrictions for motorists. The primary aim should be to promote the reduction of danger at its source. This will require a fresh look at what is measured and how, and a more accurate use of language. The interests of benign road users, such as cyclists and walkers, should be promoted, and the power and ability of motorists to do harm should be restricted. Traditional rule-based road safety education is ineffective, and wrongly reinforces the idea that innocent accident victims are to blame. An alternative education strategy is needed, that should teach children and young people the skills that they need to survive in the present dangerous road traffic environment, and provide them with opportunities to empower them to make future changes. The author makes two recommendations as to how RoSPA should promote his proposed approach. For the covering abstract see IRRD 866185.
