IDENTIFYING AND SURMOUNTING BARRIERS TO IMPLEMENTING IVHS COMMERCIAL VEHICLE OPERATIONS SYSTEMS
This paper describes the barriers to implementing the IVHS CVO technologies and recommended steps for surmounting those barriers. It summarizes the conclusions and recommendations of the Western States Transparent Borders Project, a federally funded investigation of IVHS CVO barriers for the states of Idaho, Montana, Nevada, Oregon, Utah, Washington, and Wyoming. While both state agencies and private trucking firms tend to have a positive view of IVHS CVO technologies, the uncertainty of the costs and benefits that will result from these systems make many agencies/firms reluctant to commit resources to the development and implementation of the systems. The project team concluded that the way to surmount these barriers is to create a modular system that will allow both states and private companies to enter into the IVHS CVO process for little cost.
