CONDUCTING PRE-AWARD AND POST-DELIVERY AUDITS FOR BUS PROCUREMENTS
This report discusses the Federal regulations pertaining to the procurement of transit buses by recipients of Federal funds, namely, the Pre-Award and Post-Delivery Audits of Rolling Stock Purchases, Title 49 of the Code of Federal Regulations. The manual provides guidance to recipients of Federal funds to help them comply with the two parts of the rule: 1) the pre-award requirements before entering into a contract with a manufacturer for the procurement of buses, and 2) the post-delivery review requirements before the title of the vehicles is transferred to the recipient, or before the buses are placed into transit service.
