ROAD MAINTENANCE AND REHABILITATION: FUNDING AND ALLOCATION STRATEGIES
This report evaluates methods used in resource allocation and distribution for maintenance and rehabilitation works, taking account of the prevailing political, economic and social context and perceived problems in OECD Member countries. It proposes guidelines for "best practice", flexible enough to be instituted in the widely differing institutional frameworks of Member countries. Since management practices and organization structures are interdependent, the Group's study started with a survey of institutional settings, trends in road administration and resource allocation and funding practices in Member countries. The objective of road resource allocation is the minimization of administration and user costs over the time life of the facility or network. The report sets out the various costs and benefits of maintenance and rehabilitation, divided between those internal to the administration and road users, and those that are external.
