MOVING PEOPLE IN FLORIDA: TRANSIT, TDM, AND CONGESTION

Recent legislation and fiscal trends in Florida and nationwide have created a unique combination of restraints and opportunities, providing an impetus for examining the way Florida conducts transportation planning. Thus the multi-phase State Transportation Policy Initiative was established to reevaluate the way transportation infrastructure and services are planned and developed at the state and local levels in Florida. The goal of this report is to provide information on transit, TDM and congestion and myriad associated issues that can be used in the decisionmaking process. The report addresses conditions leading to the need for alternative solutions to mobility; technologies, strategies and benefits associated with transit and TDM; commuter assistance programs; measuring the effectiveness of transit and TDM; how to manage congestion; and how to make transit and TDM succeed.
