AN ANALYSIS OF ULTIMATE PERFORMANCE MEASURES: 1974

A summary is given of ASAP activities for the following countermeasure areas: law enforcement; judicial; rehabilitation; licensing; legislation; and public information. Comparisions of crash measures are made between a Mini-ASAP Area and a Control Area. The objective was to insure their comparability during pre-ASAP years and then acertain whether they differed significantly once ASAP activity was operative. Conclusions are drawn and supported that "crashes" in the Mini-ASAP and Control Area may be weak indicators of effectiveness. The final portion of the impact study presents a profile of fatally injured drivers, persons arrested on DUI charges and a group of average nighttime drivers as to their BAC levels.
