PANEL ON MARINE TRANSPORTATION OF LIQUEFIED NATURAL GAS (LNG)

Presented are three papers on the title subject. First, "The Shipbuilder's Point of View", deals with possible changes in ship design practices. System selection is discussed by considering system technical evaluation, producibility studies, economic analysis and market preference. Brief mention is made as to the naval architectural aspects on draft limitations, speed requirements due to high acquisition costs, current powering magnitudes and statutory requirements regarding damage stability. Various structural aspects are mentioned for the hull and the tanks, e.g., dynamic loads on tanks, hull stiffness effects, fatigue characteristics, propeller induced vibrations and fracture toughness. The necessity for dual fuel capability is noted for LNG carriers. Some comments are given on insulation systems, reliquefaction equipment, cargo loading and discharge pumps and remote readout instrumentation. The second paper, "LNG Tankers and Terminals; Two Years of Operation" deals with the experience gained with two, 71,500 cu. m. capacity LNG Tankers and covers the related loading and unloading experience in Japan and Alaska. The authors deal in general terms with those aspects of LNG tanker and terminal operation which differ significantly from those encountered in the operation of crude or product tankers. The final paper covers "The Regulatory Aspects" with particular reference to safety. Coast Guard responsibility and procedures are discussed as applied to foreign flag vessels entering U.S. ports. The major requirement is the submission of plans and specifications pertaining to cargo handling facilities and hull structural arrangement, which upon review, are used for the arrival inspection. Some discussion is given on the effects of IMCO to develop international requirements for a variety of liquefied flammable gas carriers. Technical considerations for cargo containment are taken up regarding materials and stress analysis. Finally, brief mention is given to cargo cargo handling venting, electrical and safety systems.
